HOW'S IT GOING IN THREE
EUROPEAN COUNTRIES?

 

BELGIUM
As in France, the final holder is responsible for industrial and commercial packaging waste. The quotas have evolved over the years: for 1998 the recovery rate should be 70% and the recycling rate should be 45%, with a minimum of 15% per material.

The results must be broken down to distinguish the results for household packaging from the results for industrial and commercial packaging. Moreover, it is the producers and importers who are responsible for respecting quotas, in the same way that they are financially responsible.

 

GERMANY
The holder is responsible for the the industrial and commercial packaging waste. Energy recovery is not recognised. Only the "Reprocessing" procedure is taken into account with a forecast of the following rates: 72 % for glass and metal and 64 % for paper, carton and plastics.

The results should be given by collection zone. Respect for quotas are the duty of the manufacturers, importers and distributors. Although the final holder is financially responsible.

 

ITALY
It is also the final holder who is responsible for industrial and commercial packaging waste. The quotas for recovery and recycling are the same as those for France, that is between 50 to 65% for recovery and between 25 and 45% for recycling with a minimum of 15% per material.

The results should be given on the national level and in regards to the respect of quotas, a consortium between the manufacturers of the packaging, the packagers and the distributors has been created for each material . The financial responsibility falls back on the "producer" of the waste.
