A final holder is a holder
of "waste resulting from discarded packaging of a product
at all stages of manufacture or commercialisation, other than
that of consumption or use by households."
The
final holder is the only one to have full knowledge of the history
of the packaging that he has used (origin, supplier, nature of the
contents, storing time, quantity) and he will thus be the originator
of a request for collection made to ECOFUT association for subsequent
treatment by an authorised operator.
ECOFUT is concerned with the packaging in two large sectors:
the chemistry sector (transportation and distribution of hazardous
materials) and the agri-foodstuffs sector.
The main obligations of the
final holder are the following: |
Sort
and store the packaging in conditions that will permit their
subsequent recovery. Recover the products if he has an authorised installation
or turn over these products by contract to a recycler or to
an intermediary who assures the transportation, trading or brokerage
of waste. Record for Administration all the useful information on
the nature of the waste and the method of recovery
(nature, identity of waste, quantity of packaging waste, methods of
disposal, date). |
Besides, the final holder
must sign a contract with a third party who will take charge of the used
packaging and check if the third party has all the administrative authorisations
to do the recovery of packaging. This contract will state the nature
and quantities of the used packaging handled by the third party.
Some advice for optimising the packaging pick-up cost

C => chemical products subject to regulations
D => packaging which is not empty; non-listed products
