An operator is any company authorised
by public authorities to treat industrial and commercial packaging in
the framework of the legislation in effect and in particular in compliance
with decree No. 94-609 dated 13 July 1994, as well as the application
memorandum dated 13 April 1995. Operators accredited by ECOFUT are classified
establishments and are able to recover waste in the framework of their
authorisation or prefectural order. ECOFUT gives an accreditation to the
operators in addition to the authorisation given by public authorities.
It is given to the operators when they sign the ECOFUT charter accompanied
by a technical memorandum.
The objective of the ECOFUT
charter is to encourage the most adapted procedures for the best
treatment of the packaging involved. It defines the commitments
of the operators in regards to ECOFUT (collect and treat packages
in conformity to the implementation of decree No. 94-609 dated
13 July 1994 relating to packaging waste of which the holder
is not the private household - assure the traceability of treated
packaging) as well as the ECOFUT commitments relating to authorised
operators (objectively direct the final holder towards the operator
able to treat the used packaging based on the necessities of
the treatment - encourage and inform the different players in
the recovery sector about market opportunities...).
The technical memorandum and the charter are systematically
mailed to the final holders who call on the services of ECOFUT. In the
technical memorandum the different categories of packaging are listed
in order to enable the holder to sort the packaging for most adapted mean
of recovery. The use categories defined below, also enable the holder
to assure the traceability of the packaging.
